FCS - FC Shoreline Soccer program, a select soccer program under the cooperative direction of Hillwood and Shorelake Soccer Clubs

LPT - League Placement Tournament - a qualifying tournament for teams desiring to enter the premier league (WSYPL) play.  Formerly known as PLQT - Premier League Qualifying Tournament.

RMA - Risk Management Application - an application for background check as required by Washington State law for youth organizations.  Also known as "State Patrol Form"

SYSA - Seattle Youth Soccer Association, a District 1 member association of WSYSA

WSYSA - Washington State Youth Soccer Association, parent of District 1 and SYSA


Fees

Registration fee per player is $275 for the 2009 season.  This covers WYS player insurance fees, SYSA player fees, sponsoring club fees, FC Shoreline Program costs, practice fields.  It does not cover league fees, SYSA select team assessments, uniforms, team equipment, tournament fees, lodging.  Typical team costs exceed $500 per player for a total cost of $800 per player or more.

 

New Players - New Players are players who did not play last season on a WYS team.  They can be added to a team at any time up to the final roster cutoff (typically at the end of October - see the current WSYSA deadlines at www.wsysa.com).  New Players added prior to August 30 must pay a WYS insurance fee (through August 30, 2009 - $15) to allow coverage on the prior year's insurance policy through August 30, at which time the new season insurance takes over.  New Players pay the WYS insurance fee online at www.sysa.org

 

Playing Up - Registering a player to play on an older team than the player's eligible age.  Due to size, strength and sikill differences, this is not commonly done with select teams, but is permitted.  The converse, Playing Down, is not allowed.

 

Registration on Two Teams - Registering a player on two WSYSA teams during the same season.  This is not allowed.  This subject sometimes arises when a family attempts to register a player on both a select team (e.g. a FC Shoreline team) and on a recreational team (e.g. a Hillwood or Shorelake or other SYSA team).  This rule does not prohibit a player from playing on a WSYSA youth team and a high school team at the same time, or a WSYSA youth team and an indoor soccer team at the same time.

 

Number of Team Staff
Although WSYSA allows more staff persons to be registered to a team during the regular season, only 4 staff persons can be registered to a team and receive identification cards for the state cups. If you have 4 or more staff registered for the regular season, showing less than 4 staff members for the state cup will likely confuse processing of your state cup application. In such a case, if a staff member does not plan to participate with your team in the state cup, you should delete the staff member using a WSYSA Adult Status Form. You must also use a WSYSA Adult Status Form to add any staff members for the state cup.

Player Birth Certificates. See WSYSA rule 303.3(h)(5)
Player identification will be checked at the finals game of the Championship Cup only. Teams in preliminary games and teams in the Commissioners' Cup don't have to worry about this. The higher level of player identification is enforced because the game winner will proceed to the Region 4 tournament.
These items will be required:
- Photocopy of player's birth certificate of passport. This will be retained by WSYSA.
- A current small picture. This will be retained by WSYSA
- A photocopy of club registration form
- A photocopy of player medical form
- The original of the birth certificate or passport issued by government agency. This will be verified at the field but will not be surrendered to tournament officials. The seal needs to be seen or felt and a photo copy is not valid at this point.

Players who plan to return to your team next year but not play in the state cup
If you DO have room on your roster, you must show these players on your state cup application. These players need not attend the state cup games and they need not be shown on the game sheet submitted to the referee at the game. Deleting these players or transferring these players to an association "pool" team is an unnecessary burden on the registrars at the club, association and WSYSA office during a time when a very large number of WSYSA Status Forms are being processed.  

Adding players for state cup
The number of players added is not restricted, subject to the usual limitation of 18 players on the roster. An added player is one who has not previously been registered with any WSYSA team during the seasonal year. A WSYSA Player Status Form must be completed to make this addition.  Contact the FC Shoreline Registrar for assistance.

Deleting players for state cup
If you need room on the roster to add or transfer a player, existing players who do not plan to participate in the state cup with your team should be transferred to the association "pool" team so that they retain their eligibility to participate during the open season period (e.g., summer tournaments). A WSYSA Player Status Form must be completed to make this transfer. Note that the decision to not participate with your team during the state cup is the player's choice. It is not permitted to "cut" a player before the beginning of the open season merely because you have found what you perceive to be a better player.  Championship Cup teams should also be aware that there is a requirement that at least 8 players from their regular season roster must be on the Championship cup roster.

Transferring players for state cup (new rules for 2009/2010)
Under the new transfer rule (303.3 (i)) you may not transfer a player from one state tournament roster to another after November 15th. If a player is listed on a state tournament roster on November 15th they are bound to that team and may not transfer to another team in the tournament. The only players eligible to be transferred or added to a Commissioners’ Cup state tournament roster after November 15th are players from teams who DID NOT enter either tournament or new players who did not participate on a team this past season. A WSYSA Player Status Form must be completed to make this transfer. 

Fred Meyer Commissioners' Cup:  9 transfers ONTO your team for the Tournament. This does not include the 3 for regular season League, it is addition to the 3.

US Soccer Championship Cup:  5 transfers ONTO your team for the Tournament. This may or may not include the 3 from league play.


Roster Freeze Deadlines for State Cups (new rules for 2009/2010) (WSYSA deadlines.  Association/Club deadlines are 7/10 days earlier)
Fred Meyer Commissioners' Cup:  First Business day after Christmas which will be Tuesday, December 28th.

US Soccer Championship Cup:  Two weeks (14 calendar days) before the first game for that age gender group. Final Freeze dates will be posted to the WSYSA Web the first business day following the state tournament draw.
