



2006 State Cup Roster Change limits:
For the 2006 Commissioners' Cup, rules now only require a team to retain 9 of the
regular-season members. Up to 9 transfers or adds are allowed, as long as
your resulting team roster stays at 18 or fewer (14 or fewer for U-11)
players.
The FC Shoreline Registrar can transfer players off your team into the association player pool if they are not participating in the state cup. Such transfers will generate an automatic email to the parent of a transferred player, allowing the parent to contest the transfer. Transferred players will retain eligibility to participate as a WSYSA player in tournaments and practices through the end of the seasonal year (August 31). You cannot "cut" players from your roster for the state cup, it must be voluntary.
State Cup Player Transfers and Adds:
"Transfers" of players onto your team for the state cup from another
WSYSA team can be initiated by the FC Shoreline Registrar. You need to
provide this player information for each transfer: Legal first name, last
name, date of birth, and team or program the player is presently registered
to. If possible, provide the player's team ID (like 104167202 etc), but
don't delay identifying the player to the registrar if you don't have the team
ID.
"Adds" of players onto your team for the state cup, for players that are not registered with a WSYSA team, can be done by registering the player on the www.sysa.org web site. See this link: http://sysa.bonzidev.com/frameset.php.
There is a nominal fee ($15) for the registration that covers WSYSA player insurance. The player is then transferred from the association pool to your team for the state cup.
State Cup Applications 2006-2007 season. FC Shoreline teams pay state cup tournament fee on-line by credit card.
Player Birth Certificates
WSYSA rule 303.3(h)(5). Player identification will be checked at the finals game of the Championship Cup only. Teams in preliminary games and teams in the
Challenge and Commissioners' Cups don't have to worry about this. The higher level of player identification is enforced
for the Championship Cup because the game winner will proceed to the Region 4 tournament.
These items will be required:
Players who plan to return to your team next year but not play in the state cup
If you DO have room on your roster, you must show these players on your state cup application. These players need not attend the state cup games and they need not be shown on the game sheet submitted to the referee at the game. Deleting these players or transferring these players to an association "pool" team is an unnecessary burden on the registrars at the club, association and WSYSA office during a time when a very large number of WSYSA Status Forms are being processed.
Adding players for state cup
The number of players added is not restricted, subject to the usual limitation of 18 players on the roster. An added player is one who has not previously been registered with any WSYSA team during the seasonal year.

DON'T WAIT UNTIL THE LAST MINUTE! It may take some time to find the player's existing team ID number.
Deleting players for state cup
If you need room on the roster to add or transfer a player, existing players who
do not plan to participate in the state cup with your team should be transferred
to the association "pool" team so that they retain their eligibility to
participate during the open season period (e.g., summer tournaments). Note that the decision to not participate with your team during the state cup is the player's choice. It is not permitted to "cut" a player before the beginning of the open season merely because you have found what you perceive to be a better player.
Championship Cup teams should also be aware that there is a requirement that at
least 8 players from their regular season roster must be on the Championship cup
roster. Contact the FC Shoreline Registrar for assistance with roster
changes.
Transferring players for state cup (new rules for 2004/2005)
Under the new transfer rule (303.3 (i)) you may not transfer a player from one state tournament
roster to another after November 15th. If a player is listed on a state
tournament roster on November 15th they are bound to that team and
may not transfer to another team in the tournament. The only players eligible to
be transferred or added to a Commissioners’ Cup
state tournament roster after November 15th are players from teams
who DID NOT enter either tournament or new players who did not participate on a
WSYSA team this past season. The transfer will be initiated by the receiving
team's club registrar. For players transferring onto a FC Shoreline team
for the state cup, the transfer will be processed in the Bonzi on-line
registration system by the FC Shoreline Registrar. This information is
needed to initiate the transfer: Player's first name, last name, date of
birth, player's existing team ID number. It is also normal courtesy for
the receiving team's coach to inform the former team's coach that the player
will be playing with the FC Shoreline team for the state cup.
Transfer Limits
Fred Meyer Commissioners' Cup: 9 transfers ONTO your team for the
Tournament. This does not include the 3 for regular season League, it is
addition to the 3.
US Soccer Championship Cup: 5 transfers ONTO your team for the Tournament. This may or may not include the 3 from league play.
Roster Freeze Deadlines
(New rules for 2004/2005). (Following are WSYSA deadlines. Association/Club deadlines are 7/10 days earlier)
Fred Meyer Commissioners' Cup: First Business day after Christmas which will be Tuesday, December 28th.
US Soccer Championship Cup: Two weeks (14 calendar days) before the first game for that age gender group. Final Freeze dates will be posted to the WSYSA Web the first business day following the state tournament draw.
